Wyoming Voters Will Decide on a 50% Property Tax Cut This November

The Wyoming Homeowner's Primary Residence Property Tax Exemption Initiative — known on the ballot as Initiative 1 — goes before voters statewide on November 3, 2026. If approved, it would exempt 50% of the assessed value of a primary residence from property taxation, for owners who've lived in the home for at least a year.

How It Qualified

This is a citizen-led initiative, not something the legislature referred to the ballot itself. Organizer Brent Bien spearheaded the signature drive, and Secretary of State Chuck Gray certified it after a second signature submittal cleared the threshold — 30,251 verified signatures. It's significant enough that, if it passes, it will be the first successful voter-led initiative of its kind in Wyoming in roughly 30 years.

What a 50% Exemption Actually Means

Unlike a rate cap or an assessment-growth cap, this is a straightforward valuation exemption: half of a home's assessed value simply wouldn't be taxed at all, for owners who've established the property as their primary residence for at least a year. A home assessed at $400,000 would be taxed as if it were worth $200,000 for property tax purposes.

The Opposition

A coalition called "Vote NO on Initiative #1" — made up of taxpayer groups, local governments, and other entities — has organized against it. Their core argument: county governments, school districts, and fire departments in Wyoming lean heavily on property tax revenue, and losing half the taxable base overnight would force painful cuts or replacement revenue from somewhere else.

Part of a Broader Pattern

Wyoming isn't new to property tax cuts — the state already passed a 25% residential assessment cut before this initiative reached the ballot. If Initiative 1 also passes, the two changes would stack, meaning some homeowners could see their taxable assessed value cut by well over half from where it stood a year prior.
